Nuclear War Threat: Kremlin Spy Net Monitors US Missiles

The Kremlin announced this week Russia is pouring money into a monitoring system to verify US ballistic missile testing under observation along their border. 
Russia's state order for a system that would be capable of detecting and proving when the US tests new strategic weapons in violation the START treaty. 
Complications could lead to a nuclear cat and mouse game; remnant of the Cuban Missile Crisis.
